An HTS (Harmonized Tariff Schedule) code is a 10-digit classification number assigned to every imported product entering the United States. The first 6 digits follow the international Harmonized System; the last 4 digits are U.S.-specific. The HTS code determines the base duty rate, any Section 301 additional tariffs, and antidumping/countervailing duties that apply to your shipment.
Landed cost = product cost + freight + insurance + customs duties. Customs duties include: (1) base duty rate from the HTSUS applied to the CIF value, (2) Section 301 additional tariffs if the product originates from China, (3) antidumping (AD) or countervailing duties (CVD) if applicable. Section 301 tariffs are additional import duties imposed by the U.S. Trade Representative (USTR) on products from China under Section 301 of the Trade Act of 1974. They are levied on top of the standard base duty rate. Current Section 301 rates range from 7.5% to 145% depending on the product list and HTS code.
