What are Section 301 tariffs?

Section 301 tariffs are additional import duties imposed on goods from China by the U.S. Trade Representative (USTR) under Section 301 of the Trade Act of 1974. They are layered on top of the standard base duty rate. The tariffs were first enacted in 2018 across four product lists (List 1–4B) and cover most Chinese imports.

What are the current Section 301 tariff rates?

Section 301 rates vary by product list: List 1 (machinery, electronics components) — 25%; List 2 (chemicals, metals) — 25%; List 3 (consumer goods, parts) — 25%; List 4A (most remaining consumer goods) — 7.5% standard, raised to 25% on some categories in 2024; List 4B (phased in) — 100% on EVs, 50% on solar cells, 25% on batteries and semiconductors as of 2024–2025.
